Terry Williams Spicer is an infrastructure architect of ideas, institutions and movements designed to expand transportation healthcare access, develop brilliant leaders, challenge cultural convention and create lasting impact.

Known professionally as The Signature PEARL™, Terry has built a body of work at the intersection of leadership, healthcare access, nonprofit innovation, communications, culture and the development of the next generation. Also a successful global Publicist, her work is connected by one unwavering belief that when people are given meaningful access to opportunity, resources and leadership, outcomes change. Her North Star is ACCESS CHANGES OUTCOMES™.

As Founder and Executive Director of The Sisters Inspiring Sisters Incorporated™ (The SISI™), Terry transformed a deeply personal commitment to helping people in the throes of cancer into a national nonprofit organization addressing barriers to transportation healthcare access. What began as an idea has evolved into an expanding infrastructure of service, advocacy, leadership development and strategic solutions reaching communities across all 100 counties of North Carolina and 17 states nationally. Her husband, Stacey, is the Co-Founder and an eight-year cancer survivor. They have one amazing son, Stacey Jr., the darling of her heart.

Her vision also gave birth to The SISI Small PEARLS Lead Academy™, created to ensure that girls see leadership not as something they must wait to inherit, but as something they can begin developing and engaging now. Through a deliberate curriculum of leadership development, STEM, mentorship, exposure to stellar leaders from across all professional disciplines and access to opportunities, the Academy has reached more than 2,500 girls from the greater community. The Academy continues to build pathways that readies young women with global preparedness to lead with strategic tools and experiential learning, showing them that "SUCCESS LOOKS JUST LIKE THEM™." Of great importance, her Small PEARLS believe this mantra for themselves.

Terry's commitment to solving systemic barriers led her to establish The Strategic Institute for Sustainable & Innovative Transportation Solutions™, advancing the focus and national conversation that transportation is more than mobility and is an essential and critical component of healthcare access. Together, these efforts have grown into a working ecosystem: organizations that are actively changing how communities access transportation and healthcare, and bridging leadership development pathways for the next generation of young women. She hosted The SISI's Inaugural Collaborative Transportation Think Tank Summit in Jacksonville, Florida, in December 2025, hosting 42 national organizations. The theme was "Beyond The Commute." She said to them, "Imagine without limits. Collaborate without ego. Build without fear." She has developed a national Demonstration from this incredible work that will change the way transportation access to healthcare is positioned for uninsured and underinsured patients across all medical genres.

 

Her growing leadership ecosystem also includes The SISI Global Leadership Consortium™ and The Circle of PEARLS™ bringing accomplished leaders and institutions together to strengthen advisory, pathways, partnerships, sustainability and opportunity for the next generation. But Terry's work does not end with building organizations.

She builds conversations. As an author, speaker and cultural thought leader, Terry uses lived experience and courageous storytelling to examine behaviors we often accept simply because they have always been done that way. Her newest book, Take Your Two Minutes…Then Sit Down™ — An Overdue Cultural Conversation About Funeral Etiquette, is a clarion call to cultural change. The book extends into The Cultural Conversation™ where real talk meets meaningful change. Created by Terry, it is a platform for courageous, thoughtful conversations about the behaviors, traditions, relationships and cultural norms that shape how we live, lead, love, grieve and show up for one another. Across every expression of her work from transportation healthcare access and leadership development, wedding and event planning through Spiced Elegance Wedding & Events, to writing, speaking, institutional strategy and cultural dialogue, the assignment remains remarkably consistent.
